Fair Opportunity
Contractors are provided fair opportunity at the individual order level as appropriate under FAR Part 16.505(b), including use of NASA SEWP Request for Quote tools.
Ordering agencies are responsible for maintaining documentation supporting their order-selection decisions.

Ordering Process
1. Define the Requirement
The customer identifies the required ITC/AV services.
2. Create the Purchase Request
The ordering agency prepares the required procurement documentation and funding information.
3. Conduct the Acquisition
The agency procurement office conducts the appropriate fair-opportunity process and issues the Delivery Order.
4. SEWP Processes the Order
The NASA SEWP Program Management Office reviews, processes and tracks the Delivery Order and forwards it to the selected Contract Holder.
NASA SEWP does not issue Delivery Orders. Orders must be issued through the ordering agency’s procurement office.
