The National Oceanic and Atmospheric Administration (NOAA) is a federal civilian science agency dedicated to understanding and predicting changes in climate, weather, oceans, and coasts; sharing that knowledge; and conserving and managing coastal and marine ecosystems and resources. NOAA operates approximately 700 facilities across the United States and its territories, with critical facilities management services provided by the Office of the Chief Administrative Officer (OCAO). To reduce life‑cycle maintenance costs, support operations, and standardize business processes nationwide, OCAO selected ARCHIBUS as NOAA’s enterprise-wide Total Infrastructure Facilities Management solution.
Challenge
Managing facilities at this scale, across geographically dispersed locations with diverse operational requirements, demanded a unified, enterprise-grade platform capable of standardizing and automating facilities lifecycle management across the entire organization. NOAA’s OCAO sought to automate and streamline facilities asset lifecycle planning, facilities management, and operations and maintenance processes, and had established ARCHIBUS as an enterprise capability to reduce lifecycle costs while standardizing business processes across NOAA Line and Staff Offices. NOAA needed not only to sustain an already-operational ARCHIBUS environment, but to extend its reach across multiple Line and Staff Offices, each with unique site configurations, data requirements, and user bases, while simultaneously modernizing the platform’s infrastructure, security posture, and integration capabilities.
Solution
Precise applied its system integration expertise, commercial-off-the-shelf (COTS) knowledge, and enterprise IT capabilities to maintain continuity of existing functionality while introducing new capabilities, integrating ARCHIBUS within a broader application environment and expanding across the NOAA enterprise. Working closely with government technical stakeholders, the team supported scalable operations across a geographically distributed facilities portfolio, to include:
- End‑to‑end Operations & Maintenance: Delivered full lifecycle application support, including enhancements, defect resolution, multi‑tier service desk, training, infrastructure, and system administration, using an iterative approach to ensure stability and continuous improvement
- Phased Platform Expansion: Enabled automated facilities asset lifecycle, facilities management, and O&M processes through structured configuration, data migration, rollout coordination, testing, training, and post‑deployment support
- Security & Access Modernization: Implemented standards‑based authentication and single sign‑on to improve user access, reduce support demand, and strengthen the overall security posture
- Enterprise Integration Enablement: Designed, developed and deployed integrations that seamlessly connect with enterprise applications and operating environments, maximizing data sharing, usability and mission efficiency
Impact
Precise’s performance across two prime contracts delivered measurable outcomes and enterprise-wide impact recognized by NOAA. Key results include:
- 48 successful software releases delivered through an Agile-Kanban approach with iterative releases and disciplined delivery cadence
- Two major platform upgrades executed, combined with a migration to AWS
- Multiple Line and Staff Office sites brought onto ARCHIBUS, automating facilities asset lifecycle planning, facilities management, and operations and maintenance
- 1,124 rooms and 1,029 employee records imported and configured for one site alone, enabling ARCHIBUS use for space and personnel management
- Reduced Tier 1 and Tier 2 login support requests through ICAM SSO integration
- Eliminated phone and email-based work request submissions through the self-service Workplace portal, reducing manual data entry and streamlining processes
